ORA-12203: TNS:unable to connect to destination
*Cause: Invalid address specified or destination is not listening.
This error can also occur because of underlying network or network
 transport problems.
*Action: Verify that the net service name you entered was correct.
Verify that the ADDRESS portion of the connect descriptor which
corresponds to the net service name is correct. Ensure that the
destination process (for example the listener) is running at the
 remote node.

I see you are using Windows 10 operating system as I am. You can check the TNS listener status by left clicking on the Windows icon in the lower left of your desktop, then scroll down to windows administrative tools and select services. That should open a window where you can scroll down to something that starts with Oracle and ends with Listener, for example I have OracleOraDB12Home1TNSListener. Then you can see the status and, if you click on it, you can start it. Once the listener is started, then you can do the same with OracleServiceORCL to start the database. The listener must be started before the database. If none of this works, you may at least get some additional error messages that help diagnose the problem. This is not the only way to access things and it can help to know how you are accessing it and whether this is a new installation or an existing one that has suddenly stopped working. Windows frequently has problems where an attempted automated startup times out during the automated process and needs to be started manually this way.

It looks like you and I were posting about the same time and you have already done a lot of what I suggested and answered some questions. It is a little hard to read the second error message, but it says something about timing out. So, the problem may just be that it took too long. There is a box that says that when you start it from there you can specify parameters. Try changing those parameters to allow more time and try again. Also, if there are any things that you can temporarily shut down on your computer to enable it to start the listener more quickly that might help.

Is there anything that has been changed recently on the entire system?

Is this a standalone personal computer system or is there a remote connection?

It looks as though you have three 10g Oracle Homes and three database listener services. Which home and listener are you trying to use? Usually, you would need to run the db, the listener, and SQL*Plus from the same home. You also need to be aware of which ports are being used for each.

No changes have been made, but i think for long time windows was not shutdown, but even restart again , problem not resolved.
it is standalone computer.
basically we do not have a backup of data which is inside database. if TNS issue not resolved , i can reinstall again oracle db. but the problem is how to take existing data backup from db.

If your DB and SQL*Plus are from the same home, you don't need the listener and network alias to connect.

If you are following Michel's example, then you are missing target.

C:\Windows\System32>rman target system/system@orcl

Recovery Manager: Release 12.1.0.2.0 - Production on Fri Jan 27 19:09:00 2023

Copyright (c) 1982, 2014, Oracle and/or its affiliates. All rights reserved.

connected to target database: ORCL (DBID=1427110714)

RMAN>

So, yours should be:

C:\WINDOWS\system32>rman target system/oracle78@orcl2

...and as I said you don't need @orcl2 if you are in the same home than the db, just set ORACLE_SID.
